I wonder if being caught was somehow related to the picture he has chosen.
Brazilian president Itamar Franco had this picture taken from himself and a friend during 1994 Carnaval.
Itamar assumed in 1992 as vice-president after the impeachment of Fernando Collor. He died last july 2nd and is remembered by the economic reforms which ended hyperinflation, his somewhat slow-witted style, his stubborn plan to bring back the VW Beetle and this picture.
